There is a reliable bus service-the Santa Barbara Metropolitan Transit District (MTD). The MTD also offers shuttles that run downtown and along the waterfront. Otherwise, most people get around by car or by bicycle. Renting a bike or convertible will make you feel more like a local, and you'll be able to head to a local winery outside the city more easily.
Santa Barbara will be stunning, and have stunning weather to match, no matter what time of year you choose to visit. Even in December and January, the coldest months, there are mild average daytime temperatures, of about 65 F. The winter does get rainy, though. All things considered, we'd say May or September offer the best combination of warm weather, relatively minimal crowds and affordable accommodations.
