There is a reliable bus service-the Santa Barbara Metropolitan Transit District (MTD). The MTD also offers shuttles that run downtown and along the waterfront. Otherwise, most people get around by car or by bicycle. Renting a bike or convertible will make you feel more like a local, and you'll be able to head to a local winery outside the city more easily.
Santa Barbara will be stunning, and have stunning weather to match, no matter what time of year you choose to visit.
