Reno is fairly easy to navigate without a car; there is a great bus service, as well as taxi and rideshare options. If you'd like to visit Lake Tahoe, you'll definitely want to rent a car. Be sure to request all-weather tires or be prepared to carry snow chains-and actually use them, which can be a challenge-if you're headed to the mountains during the winter.
